MOORE, Justice.

This is an appeal from the final judgment of the County Court in a condemnation proceeding brought by appellee, the City of Tyler, against appellants, Dr. Jerry A. Stirman and Robert B. Pope. Appellee, the City of Tyler, filed its petition in condemnation alleging that the governing body thereof had determined to improve and enlarge its water works system and in connection therewith had found it necessary to acquire land for a reservoir and a water shed therefor.
