The questions involved in this case are whether appellees are state actors and whether they enjoy immunity from liability under 42 U.S.C. § 1983. Appellant, Dr. Michael Werle, claims that appellees, the Rhode Island Bar Association and the members of its former Committee on the Unauthorized Practice of Law, violated his First and Fourteenth Amendment rights by sending him a letter requesting that he discontinue his divorce mediation business on the grounds that it involved him in the unauthorized practice of law.
