This is a consolidated appeal involving three city employees who were discharged for violating the city residence requirement. The circuit court reversed the Personnel Board’s decisions in the three cases, holding the ordinance to be unconstitutionally vague. Defendant Personnel Board appeals from that ruling.

The ordinance in issue is chapter 25, section 30 of the Chicago Municipal Code, which provides:
