l2Plaintiff, James E. Shields, Sr., appeals the granting of summary judgment in favor of Defendant, the Parish of Jefferson (“the Parish”), which dismissed his lawsuit for fraud with prejudice. For the reasons that follow, we reverse.

PROCEDURAL HISTORY

On May 19, 2011, Plaintiff filed a Petition for Damages and for Injunction against the Parish, the Department of Inspection and Code Enforcement for the Parish of Jefferson,1 and Leroy Danos Maintenance Service, Inc.
