The Environmental Protection Agency (EPA), in a final agency action pursuant to the Clean Air Act, as amended, 42 U.S.C. § 7401, et seq., has approved, conditionally approved, and disapproved various provisions of the State Implementation Plan adopted by the State of Michigan in an effort to comport with nationally-required air quality standards. Petitioner National Steel Corporation, Great Lakes Steel Division, is seeking review of that action.
