Giovanni Valle ("Plaintiff") brings this action under 42 U.S.C. § 1983 against the City of Chicago (the "City") and Chicago Police Officer Carol Weingart ("Weingart," and collectively "Defendants"), alleging that Weingart used excessive force against Plaintiff in violation of the Fourth and Fourteenth Amendments to the U.S. Constitution.
