This appeal challenges a negative declaration filed under the California Environmental Quality Act (CEQA; Pub. Resources Code, § 21000 et seq.) 1 in connection with granting a use permit for a contractor’s service center. After a hearing on September 28, 1988, the Monterey County (County) Planning Commission filed the negative declaration while granting the use permit to William B. Parham, Jr. (developer).
