Before the Court is a motion1 to dismiss filed by defendant Jefferson Parish. For the following reasons, the motion is granted.

According to the complaint and sworn affidavits submitted by plaintiffs, Nelson Arce (“Nelson”) and Lazaro Arce (“Lazaro”), Nelson is a deaf person whose primary, preferred, and most effective means of communication is American Sign Language (“ASL”).
