In this action brought by plaintiff, an Administrative Law *200Judge for the New York State Department of Housing and Community Renewal, this court rendered a decision entered July 15, 1998 which imposed sanctions pursuant to 22 NYCRR 130-1.1 in the amount of $5,000 against plaintiff for continuing to prosecute this action even after it was apparent that it was entirely frivolous (the Sanction Decision).
