Amparo C. Delgado filed her application with the County Judge of Bexar County, Texas, for renewal of a wine and beer retailer’s license to sell these beverages at the St. Louis Bar, located at 710 South Laredo Street in the City of San Antonio, Texas. The application was contested and the 'County Judge denied it. The applicant timely appealed to the 37th Judicial District Court of Bexar County, Texas.
