*990{¶ 1} Appellant Maureen A. Emmerling, individually and as the personal representative of the Estate of Robert M. Emmerling ("Emmerling"), appeals the decision of the Mahoning County Common Pleas Court granting summary judgment to Appellee, Mahoning County Board of Commissioners.
