This consolidated appeal involves two challenges to Mississippi’s administration of two, interrelated, Social Security Act programs which benefit certain needy children: the Aid to Families with Dependent Children (AFDC) program, 42 U.S.C. §§ 601-610; and the Child Support and Establishment of Paternity (CSE) program, 42 U.S.C. §§ 651-662. Because of codification in Part D of title IV of the Social Security Act, the CSE program has become known as the “IV-D” program. 1 These challenges are class actions which focus upon the intended effect of the 1975…
