MEMORANDUM DECISION
GRADY, District Judge.
This case presents the question whether standard intelligence tests administered by the Chicago Board of Education are culturally biased against black children. The action is brought on behalf of all black children who have been or will be placed in special classes for the educable mentally handicapped (“EMH”) in the Chicago school system. The defendants are the Chicago Board of Education and its officers responsible for administration of the relevant programs.
