This case involves the impact of the federal Wright Amendment Reform Act of 2006 (“Reform Act”) on claims for violations of the Texas Open Meetings Act (“TOMA”). See Pub.L. No. 109-353, §§ 1-7, 120 Stat.2011 (2006); Tex. Gov’t Code Ann. §§ 551.001-.146 (Vernon 2004 & Supp.2007).
