Allan B. Johnson, Jr., was employed by MARTA for 14 years, first as manager of procurement and then as director of contracts and procurement. He resigned his position in July 1989, following a determination by MARTA that his wife’s acceptance of a position with IBM in February 1989 created a conflict of interest which required debarment of any further contracts with IBM.
