ESCHBACH, Circuit Judge.
Stephanie Patterson made two separate requests for information from the Internal Revenue Service (“IRS”) pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552. In complying with her requests, the IRS disclosed some responsive documents, withheld in full or in part other documents based upon certain statutory ex-' emptions, and reported that it was unable to identify any documents responsive to some of her inquiries.
