Plaintiff New York Civil Liberties Union (“Plaintiff’ or “NYCLU”) brings this action against Defendant New York City Transit Authority (“Defendant” or “NYC-TA”), challenging the legality of the policy that governs the public’s access to the hearings conducted by New York City’s Transit Adjudication Bureau (“TAB”).
