Plaintiff Pennsylvania Cellular Telephone Corporation (“PA Cellular”) filed this action under the Telecommunications Act of 1996 (“Telecom Act”), 47 U.S.C. § 332(c), contending that the defendants, the Zoning Hearing Board of Buck Township (“Zoning Board”) and Frank Jones, the Township Zoning Officer, improperly denied PA Cellular’s request for a special use exception to construct a cellular communications tower in an area of the Township classified as “R-l” — a “residential low-density district.” (Buck Township Zoning Ordinance adopted June 18, 1980, attached…
