HOWARD, Circuit Judge.

Petitioner Lyle E. Craker, a professor at the University of Massachusetts, seeks review of an order from the Drug Enforcement Administration (“DEA”) denying his application for registration to cultivate marijuana for medical research. After re view of the administrative record, we deny the petition.
