OPINION ON MOTION FOR SUMMARY JUDGMENT

FIRESTONE, Judge.

This matter comes before the court on defendant United States’ (“government’s”) Motion for Summary Judgment. In this action, Westinghouse Electric Company, LLC (“LLC”) seeks reimbursement and indemnification of the costs it has incurred in connection with cleaning up contamination generated by the previous owner during performance of a government contract.
