INTRODUCTION
The complaint in this case was filed on September 14, 1983 by four individuals, four city boards of education, one city school district and the National Anti-Hunger Coalition (hereinafter referred to as “plaintiffs”). On September 16, 1983, plaintiffs moved for a preliminary injunction against John R. Block, the Secretary of Agriculture, and Robert E.
