Appellants J.B. Press and T. Press brought this action against respondent City of Minneapolis seeking to declare Minneapolis, Minn., Code of Ordinances § 244.965 (1995) unconstitutional, to quash two work orders issued by the city requiring the Presses to replace certain doors in their apartment buildings, and to enjoin the city from enforcing the ordinance against their properties. The district court denied the Presses’ motion for relief on their complaint and subsequently granted the city’s motion to dismiss the Presses’ complaint for lack of subject matter…
