OPINION AND ORDER

Plaintiff Steven Forster brings this action against his former employer, defendant State Accident Insurance Fund Corporation (“SAIF”), under the Uniformed Services Employment and Reemployment Rights Act (“USERRA”), 38 U.S.C. § 4301 et seq.
