Cornelius Washington appeals the district court’s judgment affirming the Commissioner of Social Security’s (the “Commissioner”) denial of his application for disability insurance benefits and supplemental security income. On appeal, Mr. Washington primarily argues that the Appeals Council erred when it refused to consider additional evidence he submitted.
