The Government Hospital for the Insane was established for “the most humane care and enlightened curative treatment of the insane of the Army and Navy of the United States and of the District of Columbia.” (Rev. Stat. § 4838, U. S. Comp. Stat. 1901, p. 3354). Sec. 4844, Rev.
