By Chapter 538, RSMo Supp. 1976, (§ 538.010 thru 538.080) effective January 1, 1977, the General Assembly provided for the establishment of a Professional Liability Review Board (Board) to examine, inter alia, malpractice claims against “health care providers” including hospitals as well as physicians.
