BRISCOE, Circuit Judge.

Peter Erlandson, appearing pro se, appeals the orders entered by the district court dismissing his amended complaint and denying his motion to amend or alter judgment. Exercising jurisdiction under 28 U.S.C. § 1291, we affirm.

I. Background.

In his amended complaint, Mr. Erland-son asserted that the district court had jurisdiction over his case pursuant to “[t]he [United States] Constitution,” and he characterized his action as a “Petition For A Constitutional Review.” R., Doc. 5 at 2, 3.
