OPINION
By the Court, Thompson, J.:
The issue on this appeal is whether the Clark County-School District, a political subdivision of the State of Nevada, enjoyed governmental immunity from tort liability on March 7, 1965, when the cause of action precipitating this suit arose. NRS 41.031, by which the legislature waived state immunity and that of its political subdivisions and consented to suit, became effective July 1,1965.
