SUPPLEMENTAL OPINION

In this case alleging excessive use of force by police, the Court earlier granted Defendants’ Motion for Summary Judgment. Subsequently a case from the United States Court of Appeals for the Fourth Circuit was brought to the Court’s attention which the Court deemed controlling and directly adverse to Defendants’ position. See Kopf v. Wing, 942 F.2d 265 (4th Cir.1991), cert. denied 502 U.S. 1098, 112 S.Ct. 1179, 117 L.Ed.2d 423 (1992).
