This matter came on for trial without a jury on March 17 and 18, 2010. The plaintiffs, David S. and Jacqueline A. Norberg (hereinafter Norbergs or plaintiffs) appeal the January 25, 2006 decision of the defendant Uxbridge Planning Board (hereinafter Planning Board) denying the Norbergs’ request for an “Approval Not Required” (ANR) endorsement pursuant to G.L.c. 41, §8 IP.
