In 1938, Pacific Gas and Electric Company, a public utility under the laws of California, and Part II of the Federal Power Act, 1 entered into its second 15-year contract to sell electric energy to Sierra Pacific Power Company, a public utility under the laws of California and Nevada. With the end of World War II, it became apparent that before expiration of this contract in 1953 Sierra’s rapidly increasing demands would require either the construction of an additional transmission line into its area by P G & E, or the development of a new source of power.
