INTRODUCTION
Plaintiff Nucor Fastener Division (“Nu-cor” or “Plaintiff’) challenges the U.S. Department of Commerce’s (“Commerce” or the “Department”) decision not to investigate an alleged subsidization by the People’s Republic of China (“PRC” or “China”) of the Chinese standard steel fastener industry through currency manipulation.
