On June 29, 1951, the plaintiff made a contract with the United States for construction work at O’Hare Field near Chicago, Illinois. The Government had invited separate bids on three items of work, and the plaintiff was the successful bidder on two of the items. One was for the construction of the so-called Eeadiness Building. That item is not involved in this suit. The other item was for the construction of the “outside utilities” for the Eeadiness Building and for the Alert Hangar.
