Plaintiff-Appellant Cornelius E. Peoples filed two separate claims for damages pursuant to Bivens v. Six Unknown Fed. Narcotics Agents, 403 U.S. 388, 91 S.Ct. 1999, 29 L.Ed.2d 619 (1971), alleging violations of his constitutional rights while being held in pretrial detention at a privately run prison under contract with the United States Marshal Service.
