Case Summary

Worman Enterprises, Inc. (Worman) appeals the trial court's grant of summary judgment on its declaratory judgment action against the Boone County Solid Waste Management District (District). In its action, Worman challenged the District's authority to issue a permit regulating Wor-man's long-term clean fill processing and organic recycling facility, the permit application process, and the content of the permit that it received.
