The veteran, William P. Baxter, appeals, through counsel, a March 26, 2001, decision of the Board of Veterans’ Appeals (Board) that denied him an effective date earlier than July 15, 1994, for his Department of Veterans Affairs (VA) service-connected degenerative disc disease of the lumbar spine.
