UHLENHOPP, Justice.

This appeal presents three issues for consideration: whether the district court erred in placing the burden of proof on the employer to establish that the worker’s injuries were not incurred in the course of employment; whether, if so, the record as a whole supports the findings of the agency; and whether the agency’s decision was sufficient in form.
