Pursuant to Fed.R.Civ.P. 65(a)(2), plaintiff and defendants have stipulated that the Court may proceed to render a consolidated final decision on the merits of this case, based upon the complete record presented for plaintiff’s preliminary injunction motion. The parties have indicated that they “have no desire or intention to present any further evidence” than that which is already contained in the record.
