— On June 14, 1960, defendant entered into a written contract with the City of Philadelphia wherein it agreed to be the general contractor for the construction of a Police Administration Building. The specific provision thereof applicable herein provided as follows:

“It is understood and agreed that the party' of the second part shall be deemed and considered an in*691dependent contractor in respect to the work covered by this agreement, and shall assume all risks and responsibility for casualties of every description in connection with the work, except that he shall not be liable or…
