TERRY, Associate Judge:

This is an appeal from an order granting summary judgment for appellees, the District of Columbia and certain of its officials and agencies. The primary issue on appeal is whether the District of Columbia and its officials and agencies may be held liable for the death by starvation of an abused and neglected child and the malnutrition of another child which resulted, in part, from the alleged negligence of an agency of the District of Columbia government.
