MEMORANDUM OPINION

ATLAS, District Judge.

I. INTRODUCTION

Plaintiffs, residents of the Defendant City of Houston (the “City,”), 1 filed this voting rights case alleging that the City engaged in racial gerrymandering in developing its 1997 city council redistricting plan.
