ROETTGER, District Judge.

Plaintiff labor organization, Plumbers Local Union No. 519, filed a motion for preliminary injunction against the Construction Industry Stabilization Committee (CISC) and its chairman to enjoin the Committee from prohibiting the escrowing of a negotiated wage increase pending the outcome of its suit challenging the validity of the Committee’s disapproval of a portion of the increase.
