SHANNON, Chief Justice.

Appellants 1 challenge a Travis County district court order which dissolved a temporary injunction. We will reverse the order and remand the cause with instructions to the district court to reinstate the temporary injunction.

Rutherford leased mineral rights on various tracts of state land for which Rutherford paid the State a royalty. As part of its constitutional and statutory duties, the General Land Office (GLO) periodically reviewed the Rutherford payments to insure that the State received its full royalty.
