The Texas Department of Public Safety, the Interim Director of the Texas Department of Public Safety, 1 and the Chairman of the Public Safety Commission (collectively, the “Department”), appeal from the trial court’s order granting a temporary injunction sought by appellees Miguel Salazar, Edgar Soria, Francisco Avila Trejo, Eustolio Galvan, Jose Gomez, and Green Meadows Landscaping (collectively, the “Appellees”).
