Before the Court is the motion of the plaintiff, Wilbert Williams (“Williams”), for a stay pending appeal.

*445I. FACTUAL AND PROCEDURAL BACKGROUND

The Court has already set forth the factual and procedural background of this case in great detail. See Williams v. Gov’t of the V.I., 50 V.I. 852 (D.V.I. 2008). The Court therefore recites only those facts necessary for the resolution of Williams’ motion.
