COLINS, Judge.

Presently before this Court is the motion for summary judgment filed by Constance B. Foster, Insurance Commis sioner of the Commonwealth of Pennsylvania (Commissioner). For the reasons set forth within, we grant summary judgment.

On March 5, 1990, the Pennsylvania Medical Providers Association, the Pennsylvania Osteopathic Medical Association, Arnold Sadwin, M.D., Jack A. Danton, D.O., Paul Sedacca, M.D., and Jenkintown Orth-Medics, Inc.
