MEMORANDUM OPINION

GLEN M. WILLIAMS, District Judge.

The plaintiff (appellant), Richlands National Bank, appeals from a decision of the United States Bankruptcy Court for the Western District of Virginia holding that the plaintiff in this Chapter 13 case was not a secured creditor. The question presented to this court is whether the plaintiff has perfected liens on two trucks when the plaintiff has obtained a security interest in these vehicles and noted the facts of its lien on the certificates of origin but the lien is not recorded on the face of a new certificate of title prior to the filing…
