This action was brought by St. Luke’s Hospital (“St. Luke's”) to obtain judicial review of a final decision of the Deputy Administrator of the Health Care Financing Administration (the “Deputy Administrator”) acting pursuant to a delegation of authority from the Secretary of Health and Human Services (the “Secretary”).
