Appellee’s operating privileges were suspended for Ms violation of Section 1002(b) (8) of The Vehicle Code, Act of April 29, 1959, P. L. 58, as amended, 75 P.S. §1002(b) (8), i.e., travelling 82 miles an hour in a 65-mile an hour zone. He appealed from the decision of the Secretary of Transportation to the Court of Common Pleas, Civil Division, where a de novo hearing was held. Only two Avitnesses were called, one of whom was the arresting officer who testified for the CommonAvealth and the other the appellee who testified on his own behalf.
