This is an original proceeding in prohibition against the Honorable William H. Billings, Judge of the Circuit Court of Stod-dard County, Missouri, and the Honorable K. W. Blomeyer, Magistrate Judge of Stod-dard County, who was appointed as Referee by Judge Billings.
